Really surprised to see the negativity here Mandolorian was one of the new Star Wars things almost universally praised especially the 1st season. No, it’s not on purpose. You’re supposed to be able to get all 24 powers in a single run, including the first run, and max out all temple powers by NG+10 (ie. the full 24 temples each run, every run).

Yes, this is on purpose. You need to do NG+ to get all the powers.

As far as I could tell, that was by design.  

I had an issue where I was missing supernova and Vladimir never gave me the temple location, eventually just went into NG+ and got supernova in that universe.

Surprisingly, my experience in Starfield has been pretty free of bugs. There’s one quirk when navigating menus, where back button presses don’t always register.
