Then from what it sounds like, it's just a matter of throwing money at it, securing lobbyists, and convincing state reps that a form of direct sale can still employee people (which is not to say it can't), generate taxes in some way, and operate in a similar way to the conventional dealership.

I've got nothing to add other than I've never been a fan of the whole dealership experience and I really wish some of the bigger companies would jump on board with the direct sale model.
