I agree with you, but the problem is that we've taken "exercising your own speech" to include things up to and including destroying someone's livelihood.
Because they've been caught cheating before, accused of doing more (although the original claim was retracted, plenty of people around the NFL still believe they spied on those Super Bowl walkthroughs), and because their coach is well-known for pushing every limit available. That's why the burden of proof is on them…

A suspension is "punishment", and more importantly, it happened while someone ELSE was investigated for a crime, not them. I'd be pretty annoyed if, for instance, I lost my driver's license for a week because my brother got in a car accident.
I believe the objection is to the fact that the previous FOA covered suspensions for misconduct by a fraternity, but not liability due to misconduct by other fraternities. If UVA ignored that FOA in suspending everyone, that should be protested even if UVA's actions are reasonable - an agreement is still an agreement.
