Because VA is a special brand of picky. If you try to register it in one house over another (even if he lived in each equally throughout the year), they try to claim tax evasion. He’s probably been bitten by that once or twice and wanted to get a reasonable, final answer on which house wouldn’t get him in trouble.

Here’s the problem. You’re expecting competency from a state agency. You go in with extremely low expectations you won’t be disappointed/pissed off.

Having spent at one point in my life, no exaggeration, 40+ hours on the phone being jerked around by a local court system attempting to figure out what happened to a fine that I had paid, after they told me I had to show up in court (2 states away) because they had no record of me paying it... I salute this man.
