Right. Another issue is cost. It’s estimated that 9/11 cost about $40 billion in insurance claims. I know nothing about the airline industry, but I expect companies are perfectly happy to leave it to the feds and not to assume responsibility for security lapses, along with the attendant costs of insuring against them.
