As Clay said, the government is a hundred different fiefdoms.  Everyone is still figuring out what to do about the threat. Rosen was let out because he's been somewhat successful at controlling that threat.  Why wouldn't some officials be interested in replicating Rosen's success?  There's no way Rosen's little team

I was kind of expecting/hoping for a more Dark Phoenix kind of Nina arc.  I doubt we'll get a Nina regression this season - a lot of work would have to be done to set that up to be effective.  There are already enough balls in the air.

The issue is that Jon only exists in relation to Rachel.  His appearance elsewhere is essentially as an extra who delivers exposition.  At the moment he's a pretty generic soldier-guy (who just happens to be perfectly designed for Rachel), so it's hard to care.  Reducing the artifice, and adding some scenes with the

Nina makes available some interesting themes.  The limits of control, knowledge and forethought; the vicissitudes of chance.  The fuzzy lines between personal identity and what others want us to be.  And of course, how power can corrupt one's intentions.

Random thought this week - with all of the Alphas showing up around the world, wouldn't Rosen's time be better spent training other physicians and therapists in his approach to treatment and rehabilitation?  If he wants the government to soften its approach, he needs to start building a realistic alternative solution.
