Yup. Put them to work in a jail where their time is worth $2 per hour. Have them work until the cost of their crime is paid for in its entirety - no leaving until it’s done. Owner can be reimbursed the cost of a new cat getting installed by the government, and they’d still likely have a bit of profit left over.
