I think the point was that the reported score that is covered by this article is the “critic” score. NOT the audience score. So your comment doesn’t really make sense since you are mixing different things together.

Option fatigue is most definitely real. Netflix makes it way worse with how their site/apps are configured, with no real rhyme or reason except for seeminly random categories full of mostly garbage, with a few gems here and there that you have to hunt down.
