That's not quite right. Ads are sold based on the number of people who watch the show Live + the 3 days after air (so yes, DVRs/Tivos are counted in ratings and in ad sales). And advertisers don't "assume" anyone is watching the ads - they count who is watching the ads. They don't pay for people who fast forward
