My guess is that the venue isn’t letting them out of their contract. Force Majeure clauses are brutal things. The bean counters and lawyers will say “Yes, it would be incredibly bad and foolish to run a convention, but there isn’t anything wrong with the venue, so it’s not our fault if you *choose* not to open.”
