No, they are not. A city code that conflicts with state-wide law is not enforceable.
Exactly. And it is NOT a matter of a “rapidly changing culture.” NY State’s highest court held in, like, the 60 or 70s that toplessness laws could not be enforced only against women. So, the identity of the individual sunbathing topless is completely irrelevant; those cops are ill-informed.
