Also, you can introduce Ivy and Catwoman at anytime and they wouldn’t need any additional clout. I think using Harley’s popularity right now to intro lesser known characters is the right move. Those character will get more out of her clout than Ivy/Catwoman.

I don’t think you would really have an emotional jumping off point without some human characters. The only robot developed at all so far is Bumblebee, if you did basically a robot war movie straight up there would be no emotional stakes without first making you care about the characters for some reason.
