@Jim Hubert: This is a testament to how entrenched GM was in its communities in years past. I am nary 20 years old, but growing up in Genesee County, I always wondered how Flint must have been in the decades before. While it's not the same today, the evidence of "GM Money" is everywhere.
I've got one parked in the driveway next to me. They wisened up and moved it into the garage though, so haven't been able to get any pictures or try to carnap it.
@egoods: Looks like a Captured Test Fleet (CTF) sticker on the bottom driver-side corner of the windshield. GM likely wouldn't mod their own vehicles. It seems likely this is a pre-production Camaro convertible to me. We might not see it in dealers for another year or two, though.
