This is not unlike other ways police have excuses to go fishing for other offenses. They stink but are nothing new and are widely upheld. 

It would be nice to hear more about how they are getting that range. Is it simply stuffing in more battery, lowest drag coefficient, total weight, battery chemistry, etc.

They do get warrants for security footage all the time, but usually there are people in the shop who can hand it over to them in the moment. 

Police confiscation has been a big problem for a long time. They have broad authority to confiscate personal property event without a warrant.
