The rules of the program follow what Congress wrote in their law, initial guidance was wrong and Congress requested changes that were made. Trump is not changing the program so only his family get the money. I don’t like Trump but the program works the way it does because of Congress not Trump or his department.

They get to keep it as long as they prove they used it for payroll or approved expenses. The goal was to get money to employees and the program did that. The decision was made to do this fast rather than doing it perfect.

IF a business had trouble getting funds their bank sucks, not the program. There are still funds available and the process is amazingly easy as long as your bank is concerned about helping you. If your bank doesn’t want to help you then go find a new bank.

The PPP will go down in history as the thing that saved small businesses across this country. When the government shuts down the economy the government needs to find a way to get money to the people who are no longer working. PPP did this and did it pretty well.
