From a very poorly translated German article I BELIEVE it uses the electric compressor to spool up the turbo instantly from a stop then later uses the exhaust gases to power it. The electric compressor kicks on again if the car hits the kickdown (pedal to the floor) or comes to a complete stop and accelerates again.
