That character showed up earlier in the season. He helped Oliver out when the broke Diggle's Ex-wife out of that Russian Prison. I'm guessing he makes him A mob member on the island and then tells all his friends about Oliver when he escapes.
A weak episode of this is still better than A good episode of The Walking Dead and I like that mess of a show.
