Seems to me that the first company to have a FULLY functional level 5 autonomous car will set the standard. Standards aren’t really standards until one function/feature is made by the biggest manufacturer and then everyone just begins to copy it. Whoever makes level 5 first, wins.

There are so many ways to state costs. I highly doubt that this is an all inclusive number that includes R/D costs. It certainly doesn’t account for any of the costs to get it to the battlefield, which were likely higher than the 170k number.
