The amount of nudity kind of makes sense when you have bodies that are basically worn like clothes by the stacks. If you paid a lot for a nice new outfit, you want to show it off.

The scifi-noir aspect probably has a bit to do with it. Outside of the tech and the very fancy lighting there are a lot of elements which often come straight from old detective stories where everything is set in the criminal underworld and thus every business is a brothel a drug den or a gambling ring.

I’ve always thought it was an easy way to remind a reader/viewer of the biological nature of humans. If you crank the advancement of technology up to 11, you’ve gotta crank the baseness of humans up to 11 too. Cliche juxtaposition.

Perhaps the better question is why cyberpunk in general is full of sexuality and hedonism.
