I disagree. This shows car control, that the operator is aware as to the size of the car, placement, and how to safely reverse the car.

You'd glance at it as you were driving, and see how far away you were from the car in front of you, and adjust accordingly. It's a little reminder about how close makes sense to follow. That's not so hard to understand, right? It's used so you can avoid the panicked stops.
