Most of those 44% do pay payroll taxes. The $500-600 theoretical figure I’m talking about is the average amount of money spent per person across the board. That wouldn’t be the taxed amount because people who make more would pay more.

I don’t understand the purpose of such a plan other than as a concession to the health insurance industry. Why would you give everyone essentially a catastrophic insurance plan when you could go comprehensive?
