All SUVs are considered passenger vehicles unless they are used for commercial purposes. I believe you’re confusing safety standards with emissions where SUVs are classed as trucks, therefore having less stringent requirements.
Fairly certain most vehicles are classed as passenger or commercial. Also pretty sure SUVs don’t automatically get to be commercial vehicles. I think what you’re thinking of is the epa standard of SUVs being subject to different emission standards due to them being considered trucks. Nothing to do with IIHS safety.

I think similar to how not everyone wants Starfield to be Skyrim in Space, not everyone is okay with GTA V in Florida. The videos showed a lot of reused assets and less than revolutionary mechanics.
