I thought the bit about her becoming an impromptu therapy dog was great, because she probably needed a hug just as much as the human rescue workers did.
I agree: I work with a lot of military and government civilians, and I hear and see the phrase "zero tolerance" a lot, but it's hard to tell what's actually being put into effect. This is a great example of zero tolerance, even if it's directed externally.
