TCb;DR, many people can only afford to pick up things they want or need during these types of sales. These sales may suck for a number of reasons, but for far too many, its the only chance they get to pick up items they’d otherwise never be able to fit into their budgets so they can have a slightly better lifestyle.

There’s your problem. You’re expecting modern Rockstar to think.
Its not like they aren’t available to download still. They’ll be in online repositories and the game history archive for decades to come. All you lose is the ability to buy them, which is fine since Rockstar delisting them basically pushes them into abandonware territory anyways.
