This is a solution looking for a problem. The recent Toyota recall not withstanding, the process of re-training the population would cause more deaths than accidental acceleration. Plus, when we are all done, we are going to find that accidental acceleration still happens.

In some markets, it makes more sense to buy than rent. In todays market, home prices have dropped faster than rent - in general. That leaves us with many areas where your mortgage payment would be lower than rent for the same kind of property.
