We have a really low minimum wage, no mass transit system and many rural areas where most transit schemes wouldn’t be cost efficient. But our poor people, especially rural ones, still need transportation. Thus we have low or nonexistent minimums for inspections and insurance.

Each state and even within a state inspections are different. I’m in Georgia. Around Atlanta, emission inspections are annual to renew registration. Here in south GA, there is no inspection. They don’t even check for insurance. If you can pay the tax, you get a sticker for another year. Luv me some ‘Murica!
