Because the DOT is more concerned with allowing non-amber indicators and indicators that interrupt the function of a brake light, as well as mandating a manually activated high beam switch over the much more advanced system that they employ in the EU.
The one thing I can say as a boon to this style is that they can lock it to a progressive steering system that means you may never have to move the wheel past 40% or 90% of the rotation.
IMO they need to just make a standard stalk location and stick the wiper controls and turn signals as a mandated and unified part. Why make it so hard for some cars to flip high and low beams or do something simple like turn on or adjust the windshield?
Unless you are a Toyota driver that just slams on their high beams instead of using the normal headlight.
Toyota could do with trimming a lot of their self-competing models.
I would bring back Scion as their EV only brand.
