The article is a little bit inconsistent on that point, but i think that was the idea, at least in part.
In the vast majority of large cities there’s no need to intervene to slow traffic to a crawl. Just because you can in theory travel at 35mph doesn’t mean that you ever get near it in practice at the times you are actually driving in the city.
