Well yes, but that's not how people tend to rationalize things. Everyone tries to look at themselves as having something worthy inside of themselves. The level of exaggeration depends on the game. Some games the tier lists are closer and others farther away. KOF's tier list is so up in the damn air because people end up successfully fielding characters everyone else thought were junk.
