I think the quote is out of context. The formulation sounded vague to me, so I googled and found this:

Not really, you can also fail your physical due to stuff like Asthma etc. I had a family member who got an appointment but had childhood asthma and failed a lung capacity test for the Air Force Academy physical. 

It’s also distinctly possible that he was rejected on a purely academic basis, just because Mark Meadows nominated him does not necessarily mean he was academically qualified. Not saying that he wouldn’t necessarily have failed the psych eval, just that I don’t have a hard time believing that someone who barely passed…
