You seem to be ignoring the meaning of that phrase. If he's surly while sober and nice while drunk, he can't be a "surly drunk." That appellation is used for people who are nice (or at least OK) while sober but surly/nasty/mean while drunk.

The key is "useful." There's nothing useful about adopting diacrits from the wide variety of languages English takes words from when those marks can mean different things in different languages. When a foreign word becomes an English word, you can stop italicizing it and dump the marks. That's how it used to be when
