Racially abusing the staff falls under resident behavior. You cannot keep up a hostile work environment and if a resident insists on abusing the staff they can be booted.

Yes you can. You can shove them off to another facility (who likely, if they are decent) will do the same. Making sure that one does not have a hostile work environment means also protecting your staff from patients (in this case) or clients who will do them harm.
