Sorry if that wasn’t clear. I totaled all three regions, Luhansk, Donetsk, and Crimea. Ethnic Russians make up about 38-39% of the first two, and about 68% of Crimea. But in a larger context we’re talking about ethnic minorities within Ukraine (all 3 above mentioned regions were part of Ukraine when all this started)

There are roughly 4 million ethnic Russians in all 3 regions, of a total population of 8.9 million. So roughly 45%. Those numbers are as of 2014.
