Fortunately they only did it for the inaugural race. It's been the standard ball cap the last two years.

Without that they get, to put it simply, get a build up of air in the wheel well. I think the louvres were originally a way to let the air escape but still have a full fender for regulation purposes, but since they were always being broken up by the tire marbles the big openings were allowed in the regulations.
To me it looks like the 2014 car that they modified to test the Honda engine with.

Until all electric power is generated from renewable sources that'll be an issue, but at least with this approach they can at least be "cleaner" than the local power at some venues where it might be generated by coal.
