So is Gallifrey a thing now? Is it still in un-accesible limbo or is it just another planet floating in space? Are the time-lords going to have a prescence going forwards? Is there a time lord govt. still? I feel like all of that got completely glossed over in order to satisfy this other plot. Is that the case?

From what I understand, while civil war in the comics was a huge Story arc, I think this will be resolved in one movie. If this was an Avengers movie instead of a Captain America movie that would be different.
