Have you ever ridden a bike? You have to be fairly fit just to average like 14mph. Nobody is blowing through stop signs at 20 miles per hour on 25cc tires.

It makes sense when you order food for 4-6 people in a corporate office. Especially when it’s for a meeting and the company is paying.
