Can’t speak for anyone else, but of the three cars and one motorcycle I’ve lost (and the three cars and trucks my friends lost) to uninsured drivers so far -

There’s two reasons. One, people with bad driving records pay much higher insurance, which makes them more likely to get away without it. And two, shitty drivers are often shitty people.
