Just one picture where I saw a corner of the unit screen, where the button reminded me of a Garmin XSV unit. Every touch Lowrance unit I’ve used was MPH, but I don't have very much experience with Simrad.

Pretty much all pleasure/fishing boats use MPH. Knots is usually only used for commercial or military vessels. Given the Garmin touch screen unit, I'd say they were using GPS speed. Usually more accurate than a water pickup speedometer, if something that expensive even uses a water pickup speedo I don't know

High output outboards are within 11% of the actual number they’re rated at. Kind of like old muscle cars. Many 250 H.O.’s are usually around 265

There’s no 17ft bass boat on earth that’s rated for a 400 outboard. Most 20-21ft bass boats are only rated to 250-300. So either your friend was a lunatic who wanted to destroy the transom of his boat, or your size estimation is way off. My 21TRX bass boat with a 250 hits 76 with a full tournament load.
