I'd love to get this on PC, but it'll probably only have local multiplayer like Origins. Kind of a deal-breaker for a PC game for me :(

If the game uses Steamworks, yes, you will be able to do it. I think SR3 used Steamworks, but its probably best to do a little digging before you buy.
