Not really since you can only do it if you had good reason to believe the guy was legally barred from having a gun or intended to use it for a crime. The ones I saw all had the floors ripped out and everything was foamed with closed cell. Besides insulating it, the foam would act to contain any harmful chemicals in most cases.

Actually it is a good idea for a cheap place to stay. I have seen offices and more made from them and you just use some spray foam to insulate it and you are done. Cheap, energy efficient and very durable.
