I agree that we need to tackle these issues early, but a little extra policy goes a long way with some people.

Some states weigh far too heavily on the 'she must fight back/say no' part of rape law. A big, huge reason that the Steubenville rapists got such little time was because the defense was essentially 'she never said no', which is hysterical because the only reason she didn't say no was because she was unconscious.
