There’s absolutely no chance that Trump is referring to anything but the official U3 rate, though.  Partly because there’s absolutely no chance that Trump has any idea that there are multiple unemployment measurements.

Trump did achieve unity, though.

The unemployment rate is notoriously bad at indicating the health of an economy*. Sure, it’s not completely irrelevant, but it does fail in the ways that you mention, and it doesn’t account for underemployment, part-time employment, low wages, etc.
