Depends on how it's rented I would say at that point. If you rent it solely as a piece of property vs. if you rent out the track as a turnkey facility.

College students don't equal a car scence - they usually equal a public transit and walking scene. Think about it, college is one of few places outside of huge metros where you generally don't need a car.
