YES. 100%. Julian Castro has been vetted and groomed for over a year now. When I was in DC in the early Obama years, the Castros were really loved.

So a “safe ethnic male” is the one who’s going to be “willing to store his balls in a box up on the mantle.”

Castro is definitely my preference, because of all the things you’ve said plus the possible added bonus of engaging the Latino electorate in a way they’ve never been invigorated (the first Latino to possibly hold such a high office? Unreal!)
