I think you COULD cut 30 minutes, but it would be at the expense of maintaining the tension building in other moments. Cutting that much would require some big-ish plot changes, but I can see the argument as well. But yeah, in conclusion, yes, too long.

The Batman is the best Batman movie since Batman Begins, and is noticeably better acted. It is maybe 15 minutes longer than needed, but that’s less of an issue if you’re watching at home.

They could easily have leaned harder into the “Fish out of water” aspect of it for humour. The moments it did have landed well, but it could have stood to have more of it as well.
