Maybe. Most servers I know would never do that. But, if you are consistently getting poor service, chances are that the problem is you, not them. Money talks. The service industry is full of friends.
That was one thing I sucked at as a server. I am not going to schmooze you for money because I can tell when others are doing it to me and it makes me uncomfortable. I am, however, a nice and genuine person that will happily serve you if you treat me like a nice and genuine person as well.
