In my experience (living in Minnesota, Vermont, Colorado, and Northern Canada) driving performance in snow is almost 100% down to the tires. I could get places in my 2WD Golf with Hakkepelittas that I couldn’t in my 4Runner with AT tires.

I’ll second that - I hired Tom to negotiate the purchase of my Q5 and I saved many times the $500 I spent, never mind the relief of having someone else handle the BS when I was trying to move, sell an apartment, buy a house, and all of the other stresses that come with an interstate relocation.
Terrible roads - no visible markings, poor lighting, amateur or nonexistent repairs, dangerous layouts (left exits for example).
