True statements - the “congestion charge” is kinda sorta tied to pollution but I believe you are absolutely correct that the authority will start to charge BEVs when they numbers increase to a point that total collections are impacted.
A big benefit in the UK is that electric vehicles don’t have to pay the London congestion charge which is £15 / $22 USD a day. That adds up pretty quickly to offset the extra cost
