I’d say well run businesses plan for market fluctuations.  But the scope and magnitude of this is beyond most of those projections.   So in the US we might plan for a regional disaster as that’s typically what occurs (hurricanes, tornadoes, earthquakes, fires).  This is a coast to coast disaster and there’s no backup…
