I used to get en Exotic drop every 45 minutes to an hour running Public Events on Earth. This was pre-Cures of Osiris. Now I am lucky to get an Exotic drop. There is definitely a reduction in the Exotic drop rates, even for duplicates (which is the most common outcome).
